Feasibility Study of Establishing Shrimp and Fish Processing Factory
Abstract:
Aquatic products have a major role in public health. Studies on shrimp and fish consumption
in Iran have shown a considerable difference in shrimp and fish consumption per capita
between Iran and the World. Aquatic consumption per capita in Iran was 5.7 Kg in 2005 and
10.6 kg in 2016 while the shrimp and fish consumption per capita in the world is 16 kg.
According to Iran Fisheries Organization’s reports, 54 percent of people in Iran consume
shrimp and fish. Based on Ministry of Industry, Mine, and Trade’s reports, there are almost
229 processing lines with the nominal capacity of 188 thousand tons and operational capacity
of 131 thousand tons. Documents show that fish import rate was equal to 75 thousand tons in
2016 whereas importing fish processed products is restricted.
Statistics show that production capacity of shrimp and fish processed products will increase by
61 thousand tons in 2021.
As seen in reports, the volume of fish and shrimp processed products is low in comparison with
fish exportation in 2016 (83.6 thousand tons). Studies indicate that the shortage in import and
export of fish and sea processed products will be approximately 54 thousand tons by the year
2021. This shows a high demand for shrimp and fish processing production lines in Iran.
Chabahar Free Zone, the only Free Zone neighboring with Indian Ocean and Indian
subcontinent markets which is located in International Indian corridor that links Russia and
central Asian countries and Afghanistan to free waters, is a great place for investment, trade
and transit goods between mentioned countries.
Utilization of marine and fisheries resources like seaweed has become one of most important
potentials for economic development in upstream and downstream sections. Also, utilization
of renewable energies such as wind, solar and sea wave can help to provide required energy
for several industries, agricultural activities, utilization of mineral materials, processing metal
and non-metal materials and steel, Negin Petrochemical Complex, the completion of
transportation infrastructure and energy resources are among the important facilities to absorb
foreign investors.
Products transportation, regional trade, loading and unloading heavy products and transporting
goods to countries like Oman, India, Pakistan and central Asian countries are investment
opportunities in Chabahar Free Zone.
Besides, incentive rules such as 20-year tax exemption on legal and real person’s income, tax
exemption from customs duties, moderate terms for importing and exporting goods, and free
inflow and outflow of capital have made great potentials for investment in this region.
Advantages of investment in Chabahar free zone:
Sistan and Baluchestan Province owns the second rank among Indian Ocean countries (32
countries) after Indonesia and the first among the western Indian Ocean countries by containing
107 fishery production lines.
Chabahar and Kunarak possess more than 300 km of sea line, eleven fishing ports which play
a leading role in ships and boats docking, approximately 2400 fish boats and trawlers, 35
fishery cooperatives, 8 fishing piers, and 100 processing and packaging factories, 4 breakwaters
which include 100 thousand jobs. These regions also own 42 percent of the fishing industry
share in the south of Iran, and 40 percent share of the country’s fishing industry.
According to the statistics, there are about 25 thousand anglers with 2330 fishing boats in
Chabahar and Kunarak catching more than 250 thousand tons of aquatics (shrimp and fish) per
year.
Chabahar free zone, as a link between Iran and Oman Sea, is one the most important waterways
in the world. Access to high seas and international ports has made Chabahar free zone a
geographically convenient location to transit goods to CIS countries. Low storage costs and
port services for containers and commercial goods, and also the ability of mooring big ships
(100-thousand-ton) have made this region economically important and suitable for investment.
Advantages of Establishing a Shrimp and Fish Processing Facility:
- Identifying over 100 thousand Hectares of sites, fitted with fish breeding.
- Determining 11 zones on sea shores for establishing Fish cage and aquaculture
- 9 Fishing ports and 6 multiple breakwaters on shores (from east to west)
- Local and skilled workforce familiar with aquaculture
- Pollution-free water with good quality
- Sufficient depth of water close to the shore
Fabsha industrial fishing park of Chabahar is an 80-hectare aquaculture complex located in the
industrial free zone of Chabahar next to Chabahar Gulf.
In conclusion, according to the mentioned advantages for the aquaculture complex, Chabahar
is the only Ocean port of Iran that has a great potential of considerable expansion. Establishing
processing factory not only prevents fish and shrimp deterioration, but also enhances business
and creates jobs.
The purpose of this project is to establish a shrimp and fish processing factory with the capacity
of 1000 tons per year in Chabahar free zone.
